Print size or upload size — which one you need
Centimetres describe the PRINTED photo. If you are uploading a photo to Passport Seva instead, the requirement is stated in pixels — 630 × 810 — and the pixels page covers it. The same 7:9 shape covers both, which is why the tool below can produce either.

Is the Indian passport photo 3.5 × 4.5 cm or 2 × 2 inches?
The current Indian spec is 3.5 cm wide by 4.5 cm tall — the official instruction booklet words it as 4.5 cm length × 3.5 cm width. The 2 × 2 inch square (5.1 × 5.1 cm) is the US format, which India stopped using; a 2 × 2 template produces the wrong shape for an Indian application.
What is 3.5 × 4.5 cm in millimetres and pixels?
