The current Indian spec is 3.5 cm wide by 4.5 cm tall — the official instruction booklet words it as 4.5 cm length × 3.5 cm width. The 2 × 2 inch square (5.1 × 5.1 cm) is the US format, which India stopped using; a 2 × 2 template produces the wrong shape for an Indian application.
